April 1 can feel almost as consequential as January 1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the blossoms did not create the calendar. Japan\u2019s April start is not an ancient seasonal tradition. The national government adopted an April-to-March fiscal year during the Meiji period. Teacher-training institutions and other schools then moved toward the same cycle, with nationwide school rules standardized in stages. Graduation, new-graduate recruitment, personnel transfers and public budgeting later grew around that shared transition. Cherry blossoms became the cultural image of the system after the institutional calendar was already in place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not every Japanese institution follows the same calendar. Companies may choose different accounting periods, universities can admit students at other times, and many employers hire year-round. Public finance moved first. Schools gradually aligned. Graduation then became a predictable handoff point to further education and employment. Employers, landlords, training providers, publishers, retailers and public agencies adapted to that handoff. Once many systems met at the same point, changing only one became costly.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Five different meanings of \u201cyear\u201d in Japan<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Japanese uses several words that English readers should not collapse into one. <em>Rekinen<\/em> means the calendar year, January through December. <em>Nendo<\/em> means a functional year defined for administration, education or business. <em>Kaikei nendo<\/em> is a fiscal or accounting year. <em>Gakunen<\/em> can refer to a school year or a student\u2019s grade. <em>Jigy\u014d nendo<\/em> is a corporate business year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This matters in contracts and statistics. \u201cFY2026\u201d in a national-government document normally means April 1, 2026 through March 31, 2027. The same label in a corporate investor-relations document may follow that company\u2019s own convention. A university may write \u201cacademic year 2026\/27.\u201d The safest rule is simple: check the start date, end date and reference date rather than relying on the year label alone.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Before April: early Meiji calendars were unsettled<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The modern system emerged during a period of rapid institutional change. Japan adopted the solar calendar in 1873, but that conversion did not automatically produce an April year. Early Meiji schools differed by school type, locality and administrative authority. Some began in September or used other arrangements. Government accounting periods also changed more than once.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The state was building a modern budget system, national ministries, prefectural administration, conscription, taxation and a mass school system at the same time. The eventual April alignment was therefore not the survival of an old custom. Local governments follow a separate legal basis: Article 208 of the Local Autonomy Act sets the same April-to-March period for ordinary local public bodies. The dates match, but the national and local rules are not the same provision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Historically, the national accounting year was adjusted several times in the early Meiji period. The April-to-March cycle is generally traced to the fiscal year beginning in 1886. The 1889 Accounting Act then stated the period in law, and the postwar Finance Act carried the same basic annual framework into the present system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The modern ministry building pictured here is a visual anchor for today\u2019s fiscal administration. It is not an image of the 1880s reform.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why did the government choose April?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">No single explanation should be presented as a proven master cause. Fiscal historians discuss budget pressure, the timing of revenue, administrative convenience and foreign comparison. One explanation emphasizes the need to adjust accounts and cover shortfalls during a difficult fiscal transition. Another points to the seasonal pattern of tax receipts and the legacy of an economy in which agricultural production strongly affected state revenue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">British influence is also frequently mentioned because Britain used an April-centered fiscal year. Comparison with British practice was plausible in a government that studied foreign institutions, but that does not mean Britain ordered Japan to copy its calendar, nor does it explain the later school and employment systems by itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Conscription appears in some reference literature as another coordinating factor, especially when age records, graduation and entry into military service are considered. Yet the evidence is not strong enough to make conscription the sole cause of the national school calendar. The cautious conclusion is that financial and administrative coordination were central, while tax timing, foreign models and military administration formed part of the wider context.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The 1889 Accounting Act and today\u2019s Finance Act<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The 1889 Accounting Act is useful because it shows that the April-to-March period was not merely an informal custom. Its first article defined the accounting year from April 1 to March 31. The present Finance Act uses the same dates for the national fiscal year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For practical readers, this means a national program described as \u201cFY2026\u201d generally belongs to the period from April 1, 2026 to March 31, 2027. However, spending authority, application windows, payment dates and reporting deadlines may fall within narrower periods. A grant announced in FY2026 may close applications months before March 2027.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Schools did not all switch in one year<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The education story is gradual. It is misleading to say that every school in Japan changed in 1886. The National Archives of Japan\u2019s Meiji education chronology distinguishes later steps: teacher-training schools were important early adopters, ordinary normal schools were formally placed on an April-start year in 1892, and elementary and secondary regulations became clearer around 1900 and 1901.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The useful distinction is between a leading institutional example, wider diffusion and explicit legal standardization. The Higher Normal School and related teacher-training institutions helped establish an April rhythm for graduating and assigning teachers. Prefectural schools and local systems then aligned over time. The 1900 Elementary School Order reforms and 1901 middle-school regulations belong to the phase in which the annual dates were more clearly stated across major school sectors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thus 1886, 1892 and 1900 do not name the same reform. If a training school graduated students in time for appointments at the start of a new school year, prefectural education offices could assign staff, prepare budgets and open classes on a common schedule.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The building shown above was completed in 1887. Institutional names also changed over time, eventually linking the school\u2019s lineage to Tokyo Higher Normal School, Tokyo University of Education and the University of Tsukuba.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why school and government calendars aligned<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Public schools depend on public money. Teacher salaries, school construction, textbook purchasing, statistics, inspections and local education administration all become easier when the academic year and the public fiscal year overlap. Teacher-training graduation and appointment also fit more smoothly into an April start.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This does not prove that a single ministry decree synchronized every local school at once. It explains why alignment became attractive and durable. A school calendar that matched budgets, staffing and reporting reduced coordination costs for national ministries, prefectures, municipalities and schools.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What the current school-year rules say<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For elementary schools, Article 59 of the Ordinance for Enforcement of the School Education Act states that the school year begins on April 1 and ends on March 31. The rule is applied to middle schools through Article 79, to compulsory-education schools through Article 79-8, and to special-support schools through Article 135. Other school categories have related provisions and exceptions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Universities are more flexible. Since regulatory changes that took effect in 2008, each university can set the beginning and end of its academic year under its own rules. Universities may admit or graduate students at different points, including autumn, especially in international programs. The legal academic year and the first day of classes are also not necessarily identical.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">International schools and foreign schools require particular care. Some are schools under Article 1 of the School Education Act; others operate under different legal categories. Parents should confirm accreditation, compulsory-education treatment, transfer rules and the school\u2019s own calendar.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Universities are more flexible than primary and secondary schools<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">April admission remains dominant at many Japanese universities, but September or autumn admission is neither illegal nor rare in international programs. Semester structures, graduate programs and exchange arrangements create additional entry points. Some institutions also permit graduation at more than one time of year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Students should therefore check the university\u2019s regulations and academic calendar rather than assume that \u201cJapan starts in April\u201d answers every question. Tuition periods, scholarship eligibility, residence status and housing contracts may use different dates.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The conscription explanation: important, but not sufficient<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A popular explanation says schools shifted to April solely to avoid losing graduates to military conscription. Reference literature does discuss links among age records, military administration, teacher training and school completion. That makes conscription relevant to the historical environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the sequence is more complex than a single-cause story. Government finance had already moved toward April, school sectors adopted the calendar in stages, and the system survived long after conscription ended. Entrance ceremonies, school-gate photographs, new uniforms, <em>randoseru<\/em> backpacks, classroom assignments and local greetings turned April into a shared milestone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Retailers and advertisers built \u201cnew life\u201d campaigns around the same transition. Television dramas, songs and seasonal reporting strengthened the image. This is how an administrative schedule became everyday culture. The Sapporo photograph above is one ceremony at one school; it does not represent every timetable or every family.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why April 1 birthdays join the earlier cohort<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Japan\u2019s age calculation creates a result that surprises many foreign parents. Under the legal method, a person is treated as reaching a given age at the end of the day before the birthday. A child born on April 1 is therefore treated as having reached age six at the end of March 31.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because the elementary school year begins on April 1, the standard cohort runs from April 2 of one year through April 1 of the next. An April 1 child is in the earlier cohort, while an April 2 child is in the later cohort. This is not grade skipping. It also allows annual results to be announced in spring and shareholder meetings to be held in June. Historical practice and group-company coordination reinforce the pattern.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Japan Exchange Group\u2019s 2026 meeting-date statistics covered 2,142 domestic listed companies with March fiscal year-ends that had announced meeting dates. Of those, 656, or 30.6 percent, planned meetings on June 26. This is a statistic about that defined group, not about every Japanese company or even every listed company.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Tokyo Stock Exchange photograph symbolizes the listed-company market. It is not evidence that all firms use March.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Companies are free to choose other accounting periods<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A Japanese corporation\u2019s business year is not automatically the government fiscal year. The period is set through its articles and corporate arrangements, and tax administration recognizes different business years. Companies use December, February, August and other year-ends for reasons including parent-company reporting, seasonality, retail cycles and organizational history.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Companies can also change their year-end through the required corporate and tax procedures. New corporations may have a short first period. Therefore \u201cFY2026\u201d in company materials must be read with the company\u2019s definition, and an April personnel intake should not be confused with the accounting period.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">New-graduate hiring reinforced the April transition<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The March-to-April handoff gave employers a large, predictable cohort. Companies could hold an entry ceremony, provide common training, arrange housing and assign employees together.
