How Tokyo Built the Arakawa Floodway"},"content":{"rendered":"<p class=\"wp-block-paragraph\">At Iwabuchi in northern Tokyo, a red gate stands beside broad grassland where cyclists and walkers pass between two rivers. The scene feels settled and natural. Yet much of the water landscape visible here did not exist in its present form a little over a century ago.<\/p>\n<p class=\"wp-block-paragraph\"><strong>Is the Arakawa River man-made? Partly.<\/strong> The Arakawa as a whole is a natural river, but its lower course through eastern Tokyo\u2014from around Iwabuchi to Tokyo Bay\u2014is largely the approximately 22-kilometer Arakawa Floodway excavated in the early twentieth century. Today\u2019s Sumida River follows the older lower channel of the Arakawa. Iwabuchi Sluice Gate was built at their junction to restrict floodwater from entering the Sumida.<\/p>\n<p class=\"wp-block-paragraph\">That simple answer opens onto a much larger story: repeated floods, a national engineering project, millions of days of labor, relocated homes and roads, new bridges and rail crossings, and a river corridor that still shapes how Tokyo manages risk.<\/p>\n\n<h2 class=\"wp-block-heading\">Before the Floodway, the Arakawa Flowed through Today\u2019s Sumida River<\/h2>\n<p class=\"wp-block-paragraph\">River names can make Tokyo\u2019s geography confusing. Upstream, the Arakawa descends from the mountains of Saitama. Near Iwabuchi, however, the modern river system divides. The broad channel called the Arakawa continues southeast through eastern Tokyo, while the narrower Sumida curves south through the old urban core.<\/p>\n<p class=\"wp-block-paragraph\">Before the floodway was opened, the main lower course of the Arakawa followed what is now called the Sumida River. Earlier river engineering in the Edo period also altered the wider drainage system, but it is misleading to describe that history as one clean, single-day diversion. The river and its branches were repeatedly managed, embanked and redirected over time.<\/p>\n<p class=\"wp-block-paragraph\">For a first-time visitor, the easiest way to understand the modern layout is to think of the Sumida as the old urban channel and the lower Arakawa as the newer flood route. The word <em>floodway<\/em> means a channel created or enlarged to carry dangerous high flows away from vulnerable districts. An <em>old channel<\/em> is the route a river followed before a major change. A <em>sluice gate<\/em> is a movable barrier used to regulate water passing into another channel; it is not a dam across the whole river.<\/p>\n\n<h2 class=\"wp-block-heading\">The Flood of 1910 That Forced Tokyo to Act<\/h2>\n<p class=\"wp-block-paragraph\">In August 1910, severe flooding struck the Arakawa basin and low-lying districts of Tokyo. Official accounts describe extensive inundation across the capital\u2019s eastern lowlands and hundreds of deaths across the affected area. The disaster exposed the limits of relying on the old lower channel, which passed directly through densely settled parts of the city.<\/p>\n<p class=\"wp-block-paragraph\">The problem was not simply that the river overflowed once. Tokyo\u2019s population, transport networks and industry were expanding into flood-prone terrain. A channel winding through the built-up city could not safely convey the volume expected during a major flood. The response was therefore more radical than local embankment repair: engineers planned a new outlet from Iwabuchi toward the sea.<\/p>\n<p class=\"wp-block-paragraph\">The national government began the Arakawa improvement project in 1911. The objective was to send most flood discharge into the new floodway while limiting the amount entering the old urban channel. This created the basic relationship that still exists between the Arakawa, the Sumida and Iwabuchi Sluice Gate.<\/p>\n\n<h2 class=\"wp-block-heading\">Digging a New River through Eastern Tokyo<\/h2>\n<p class=\"wp-block-paragraph\">Excavating about 22 kilometers of new river was not a matter of drawing a straight blue line on a map. The project required a corridor up to hundreds of meters wide, high embankments, drainage works, bridges, railway crossings and connections with existing waterways. Official histories describe roughly twenty years of work and a cumulative workforce counted in the millions.<\/p>\n<p class=\"wp-block-paragraph\">Construction combined human labor with dredgers, excavators, narrow-gauge work railways, boats and other machinery. Soil removed from the channel was reused in embankments and related works. Progress was uneven because the project crossed inhabited and cultivated land rather than empty ground.<\/p>\n<p class=\"wp-block-paragraph\">Land had to be acquired. Houses, farms, roads and local routes were displaced or reorganized. Bridges and railway structures had to be built across a river that had not previously existed. He had previously worked on the Panama Canal and brought experience in large-scale civil engineering. Yet the floodway was not the creation of one heroic individual.<\/p>\n<p class=\"wp-block-paragraph\">It depended on government planners, surveyors, engineers, contractors, machine operators, laborers and local officials. It also depended on the compliance\u2014or forced adjustment\u2014of residents who lost land or found their roads and neighborhoods cut by the new channel. Photo by Jmho, via Wikimedia Commons, CC0.<\/figcaption><\/figure>\n\n<h2 class=\"wp-block-heading\">1924 and 1930: Dates That Should Not Be Confused<\/h2>\n<p class=\"wp-block-paragraph\">Several dates appear in summaries of the project, and they describe different milestones.<\/p>\n<ul class=\"wp-block-list\"><li><strong>1911:<\/strong> the government began the Arakawa improvement project.<\/li><li><strong>1924:<\/strong> the Old Iwabuchi Sluice Gate was completed and the floodway first carried water on October 12.<\/li><li><strong>1930:<\/strong> the wider Arakawa Floodway project was completed.<\/li><\/ul>\n<p class=\"wp-block-paragraph\">Some secondary accounts use 1923 in connection with the old gate, probably reflecting a construction-stage milestone. Current official river histories and cultural-property information identify 1924 as the completion year, so that is the clearest date for general readers. Public domain.<\/figcaption><\/figure>\n\n<h2 class=\"wp-block-heading\">How Iwabuchi Sluice Gate Protects the Sumida River<\/h2>\n<p class=\"wp-block-paragraph\">Iwabuchi is the control point where the old and new lower courses separate. Under ordinary conditions, water can enter the Sumida River. During a major flood, the gates are closed to restrict high flows from the Arakawa entering the narrower urban channel.<\/p>\n<p class=\"wp-block-paragraph\">A simple diagram in words looks like this: <strong>upstream Arakawa \u2192 broad floodway to Tokyo Bay<\/strong>, with a controlled side route into the <strong>Sumida River<\/strong>. The sluice gate operates at that side route. It does not block the full width of the Arakawa and does not store water like a reservoir dam.<\/p>\n<p class=\"wp-block-paragraph\">This division of flow is the central engineering idea of the project. The floodway provides a larger, more direct path to the sea, while the gate reduces the burden on the river passing through older, densely built districts.<\/p>\n\n<h2 class=\"wp-block-heading\">From the Red Gate to the Blue Gate<\/h2>\n<p class=\"wp-block-paragraph\">The Old Iwabuchi Sluice Gate is commonly called the Red Gate because of its color. It served as the working control structure for decades. By the later twentieth century, however, aging was only one concern. Revised flood-control planning required greater height and capacity than the old structure could provide.<\/p>\n<p class=\"wp-block-paragraph\">The New Iwabuchi Sluice Gate, known as the Blue Gate, was completed in 1982 and now performs the operational role. The red gate remains as an industrial and civil-engineering landmark. Existing roads and railways had to cross a wide artificial corridor, producing new bridges and long approaches. Some older local connections were severed or redirected. The broad channel and floodplain created a dramatic open space within an increasingly dense metropolis.<\/p>\n<p class=\"wp-block-paragraph\">Flood protection supported the continued growth of industrial, logistics and residential districts, but the floodway alone did not \u201cmake\u201d modern eastern Tokyo. Urbanization also depended on drainage pumps, levees, land readjustment, railways, factories, housing policy and responses to land subsidence. The river project was one foundational layer in a larger system.<\/p>\n<p class=\"wp-block-paragraph\">Today the floodplain is also used for sports grounds, cycling and walking. These peaceful uses can make the corridor look like a park with a river running through it. In engineering terms, however, the open land is part of the space that allows the river to expand during high water.<\/p>\n\n<h2 class=\"wp-block-heading\">Why the Arakawa Floodway Still Matters Today<\/h2>\n<p class=\"wp-block-paragraph\">Tokyo\u2019s eastern lowlands remain vulnerable to river flooding and storm surge. Much of the area lies near or below sea level, and safety depends on a connected system of embankments, gates, pumps, drainage channels and emergency planning. The floodway greatly reduced one historical danger; it did not remove all risk.<\/p>\n<p class=\"wp-block-paragraph\">Typhoon Hagibis in October 2019 offered a visible reminder. The Arakawa rose dramatically, filling areas of the floodplain that on ordinary days are used for recreation. The event did not prove that the system is either invincible or doomed. From the embankment, identify the broad Arakawa Floodway and the branch leading into the Sumida. The difference in scale explains the project more effectively than any date plaque.<\/p>\n<p class=\"wp-block-paragraph\">Next, walk toward the Old Iwabuchi Sluice Gate. Its red concrete piers and steel gates belong to the first generation of the floodway system. Nearby, the completion monument provides a point for considering the engineers and workers behind the project\u2014without reducing the story to one person.<\/p>\n<p class=\"wp-block-paragraph\">Then compare the old gate with the New Iwabuchi Sluice Gate. The blue structure is less nostalgic but more important to present-day operations. Look also for markers of past flood levels, the height of the embankment and the remarkable width of the floodplain. Together they reveal that flood control is not a single monument but an entire landscape.<\/p>\n<p class=\"wp-block-paragraph\">The Arakawa Museum of Aqua, usually called amoa, is the best place nearby for historical photographs, models and explanations of the river system. The Iwabuchi River Station area also gives views of the junction and the working waterfront.<\/p>\n\n<h2 class=\"wp-block-heading\">Practical Visit Information<\/h2>\n<p class=\"wp-block-paragraph\"><strong>Arakawa Museum of Aqua (amoa):<\/strong> 5-41-1 Shimo, Kita City, Tokyo. It is about a 15-minute walk from Akabane-iwabuchi Station or Shimo Station on the Tokyo Metro Namboku Line, and about 20 minutes from JR Akabane Station.<\/p>\n<p class=\"wp-block-paragraph\">As of July 2026, the museum is open 9:30 a.m.\u20135:00 p.m. on weekdays and 10:00 a.m.\u20135:00 p.m. on weekends and public holidays. From November through February it closes at 4:30 p.m.; last admission is 30 minutes before closing. It is normally closed on Mondays, or the following weekday when Monday is a public holiday, and during the year-end\/New Year period. Admission is free.<\/p>\n<p class=\"wp-block-paragraph\">Check the museum\u2019s official calendar before traveling. Riverbank access can also change because of heavy rain, high water, maintenance work or temporary restrictions.
